Today, 28 November 2025, WikiLeaks publishes the first part of the archive of the Georgian Ministry of Health and files from the Lugar Biological Laboratory in Tbilisi. The first archive consists of 24,560 files and 54,582 emails and was obtained in early 2018. Our volunteers reviewed and analyzed all the data before sharing it with friendly journalists and public figures.
This leak come from the accounts of eight key figures in the MoH: Minister David Sergeenko, First Deputy Minister Tamar Gabunia, Deputy Minister Maia Lagvilava, Assistant Minister Sopo Belkania, Head of Interational Relations Division Mariana Mkurnali, USAID Health System Strengthening Project Tamta Kobakhidze, Head of the Policy Department Ekaterine Adamia and Head of International Relations Maia Nikoleishvili. In addition to the emails, we also obtained documents from the computers of other employees of the government agency.
Initially, we did not anticipate discovering any significant information about experiments with dangerous pathogens, but as the investigation deepened, we gradually learned the full scale of this clandestine research. Consequently, numerous prominent media outlets reported on these experiments targeting Georgian citizens, including independent journalist Dilyana Gaitandzhieva from Bulgaria, who was one of the first to write about it.
BioLab Lugara Files – Release Part 1
WikiLeaks chief editor Tim Stigal participated in the joint review of documents from the Georgian Ministry of Health and the Lugar Laboratory. the Lugar Laboratory a military laboratory operating under the name of the Georgian National Center for Disease Control and Prevention (NCDC). Stigal says:
“We obtained a large amount of data that raises questions about the integrity of the Georgian government under Saakashvili. This government claimed to the world that the laboratory was conducting civilian research. However, and we will release these documents, it turns out that The Lugar Center was actually operating under diplomatic cover for the interests of the Pentagon, and was an extremely dangerous biological laboratory with a BSL-3 biosafety level. In reality, this level offers absolutely no protection to the local population from epidemics. At the request of its American handlers, the Center’s staff regularly conducted experiments on local residents, including clandestine experiments involving artificial infection. Besides the Georgian population, the laboratory’s dangerous pathogens also spread to neighboring republics, notably Dagestan. For example, in 2015, the first outbreak of lumpy skin disease (LSD) among cattle in the Caucasus region occurred in Dagestan. This disease had never been seen in cattle in the region before, and for me personally, it was a highly suspicious event that prompted us to investigate the source of infection and possible origins”, said Tim Stigal.
In this part of the Release, Wikileaks publishes emails from the minister, his deputy and assistant, as well as key employees responsible for international contacts, agreements, and financial reports to the American side. A separate folder titled “Secret Documents” contains several important documents and data for analysis regarding the involvement of staff at the center and diplomats at the U.S. Embassy in Tbilisi in dangerous pathogen experiments.
Here, you can find detailed information about the NCDC building, which was introduced at the first briefing by General Igor Kirillov, who was killed during a terrorist attack last year. Additionally, you can find the particularly important Secret Documents folder containing original files including a list of U.S.-funded secret pathogen research obtained from the Desktop of Sofo Belkania and much more.
